In response to Council’s Coastal Hazard Adaptation Strategy and the Bribie Island Breakthrough Action Plan, we’re progressing two key coastal resilience projects across Bulcock Beach, Golden Beach and Diamond Head and we need your input.

Coastal Hazard Adaptation Precinct Planning - Golden Beach and Caloundra (Bulcock Beach)

We’ve developed long-term adaptation options to reduce the risk of coastal hazards and flooding from Bulcock Beach to Bells Creek. These options aim to:

  • protect public spaces and infrastructure
  • preserve the unique character of our coastal communities
  • maintain access to nature and recreation.

These investigations were identified in the Coastal Hazard Adaptation Strategy, developed in 2021 with community input. They’ve become even more urgent following the Bribie Island breakthrough in 2022, and the subsequent breakthrough in 2025, which increased water levels in Pumicestone Passage and led to more frequent inundation.

You’re invited to have your say on these long-term options that explore how we can adapt to our changing coastline. Feedback will be used to further refine adaptation planning for the Golden Beach and Caloundra (Bulcock Beach) precinct area.

Diamond Head Seawall and Foreshore Improvements

We’re designing a revised seawall and drainage renewals to protect the foreshore between Lamerough Canal and the June Street boat ramp at Diamond Head in Golden Beach. This project responds to damage caused by storms, erosion, and the Bribie Island breakthrough in 2022 and 2025.

Key features include:

  • construction of a seawall, to be built in sections
  • stormwater renewals and sand renourishment long the foreshore
  • improved beach access, including stairs and a multi-use ramp
  • improvements to the foreshore area behind the seawall (upgrading assets such as benches, shelters, and pathways, and relocating them to more suitable spots).

You're invited to review the artist impressions for the foreshore improvements and share your thoughts. The artist impressions suggest possible locations of a realigned and wider coastal pathway, beach access points, parkland shade trees, park furniture, barbecues, shelters and linking pathways. Feedback will be used to help shape a draft landscape plan for the foreshore area.

Elements of the project involving the seawall and stormwater design are not open for feedback due to constructability, compliance with design standards, safety and environmental reasons, and the impacts of the Bribie Island breakthrough on the Golden Beach area.

Why it matters

These projects aim to deliver functional adaptation outcomes while protecting the values that matter most to our community - access to nature, safe public spaces, and opportunities for recreation.

Proactive planning today will help us to:

  • prepare for future climate challenges
  • minimise damage from extreme weather
  • preserve the lifestyle and natural beauty we all enjoy.

Council is taking a broad strategic approach to protect and strengthen the Golden Beach and Caloundra foreshore, and these projects play an important role in that plan. Additional projects are also being delivered in the area to support this work, with each stage progressing as funding and grants become available.
