Project overview

Sunshine Coast Council is proposing a new Dog Exercise Area (DEA) Regional Plan to address the growing needs of our community. With more than 54,000 registered dogs in the region and a projected increase to 80,300 by 2046, there is a need to expand and enhance our dog exercise facilities.

This plan is part of our commitment to promoting a healthy lifestyle, supporting the Environment and Liveability Strategy, and ensuring that our open spaces are safe, accessible, and enjoyable for all residents.

The plan considers the appropriateness of the existing dog exercise area network and proposes delivery of a future network that services user needs and aligns with our region’s environmental, cultural and community values.

The plan utilises current data, industry research, community and Council values to determine the types of dog exercise areas Council will provide in the future.

The plan also proposes future desired standards of service, levels of embellishment and the estimated number and size of future dog exercise areas across the region.

The community engagement period is now closed.

Thank you to everyone who shared their feedback during the engagement period.

Between 4 February and 7 March 2025, community members were invited to provide input and feedback on the Dog Exercise Area Regional Plan and Network Blueprint.

We received 2,530 submissions which will play an important role in shaping the future of dog exercise areas across our vast region.

Community survey themes:

  • Usage and Accessibility
    • More than 85% of respondents have visited a dog exercise area on the Sunshine Coast. Feedback highlighted the need for improved safety and suitability to encourage broader use.
  • Desired Features
    • The community prioritised safe interaction spaces, shade, seating and dog bag dispensers. Other popular features included drinking water, fencing and designated zones for different activities.
  • Feedback on the draft plan
    • Responses focused on enhancing safety, protecting the environment and ensuring fair access to recreation. Opinions varied on proposed changes to beaches, foreshores, environmental reserves, and sports grounds.

Council is committed to ensuring we strike the right balance between creating recreational spaces for dog owners and non-dog owners alike, while maintaining safe, accessible and enjoyable spaces for everyone.

Background

At the December 2023 Ordinary Meeting, Council voted to accept the proposed Amendment to Subordinate Local Law No. 2 (Animal Management) 2023 which included several changes to the dog off-leash areas in and around Point Cartwright, Buddina. Following this decision Council began steps to review and draft a region-wide dog exercise area plan and associated network blueprint.

The project scope for the Dog Exercise Area Regional Plan and Network Blueprint involves the development of a regional plan which will guide the spatial distribution and types of dog exercise areas to be provided across the Sunshine Coast region for the next 20 years. The plan focuses on the current and future provision of dog exercise areas on Council owned, or controlled open space including recreation parks, beaches and foreshores, environment reserves and sports fields.

Development of the draft Dog Exercise Area Regional Plan and Network Blueprint has been based on analysis of current data and dog-ownership trends, industry research, benchmarking and consultation on community and Council values. This identifies:

  • the types of dog exercise areas and desired standards of service, including levels of embellishment
  • facilities needing upgrades
  • the estimated number and size of future dog exercise areas
  • actions Council needs to take now to implement the plan.

The draft Dog Exercise Area Regional Plan and Network Blueprint has also been informed by engagement with communtiy groups, businesses and key stakeholders through a series of

  • community focus groups; and
  • community workshops.

The draft Dog Exercise Area Regional Plan and Network Blueprint has been developed as a key action to support the Environment and Liveability Strategy.

Next steps

The community feedback is being comprehensively reviewed to identify opportunities for improvements to the draft Plan to ensure it better aligns with community priorities and values.

The review includes all survey responses, informal and formal submissions, risk assessments, research and consideration of social impacts.

The updated Plan is due to be presented to Council in late 2025.

If endorsed, any additional infrastructure such as new dog off leash fenced parks, or upgrades to signage would be subject to funding.
