Project update

The Dog Exercise Area Regional Plan and Network Blueprint 2025-2045 was adopted by Council on 11 December 2025.

We’d like to thank those in our community who took the time to share your views on dog exercise areas recently. Your valuable feedback played a major role in informing the final Plan

Why we need this plan

The Sunshine Coast is home to more than 54,000 registered dogs in the region and a projected increase to 80,300 by 2046. To support the growing population there is a need to expand and enhance our dog exercise facilities.

Between 4 February to 7 March 2025, Sunshine Coast Council undertook extensive community consultation on the draft Plan.

The draft Plan set out a long-term strategic framework to guide location, type and variations of dog exercise areas across the region for the next 20 years. It considered both current and future needs, balancing:

  • the needs of dog-owners and non-dog owners,
  • broader community values and,
  • protecting the region’s environmental and cultural assets.

The Plan aims to:

  • provide dog owners with access to exercise areas close to home
  • balance recreation needs across the region
  • protect environmental and cultural values
  • ensure safety and comfort for all park users
  • support responsible dog ownership
  • guide fair and efficient use of Council’s budget

Background

Council has developed a long-term plan to guide how and where dog exercise areas are provided across the Sunshine Coast region.

After changes to off-leash areas around Point Cartwright and Buddina were approved in December 2023, Council began work on a region-wide Dog Exercise Area Plan and Network Blueprint. This Plan will guide the location and types of dog exercise areas provided for the next 20 years.

The Plan focuses on Council-owned or managed open spaces, including:

  • recreation parks
  • beaches and foreshores
  • environment reserves
  • sports fields

It’s based on:

  • industry research, benchmarking
  • environmental and cultural considerations
  • community safety
  • current data and dog ownership trends
  • consultation with the community and Council

The draft Plan was shared with the community between 4 February and 7 March 2025, receiving more than 2,300 responses.

The Plan identifies:

  • types of dog exercise areas and service standards
  • facilities needing upgrades
  • future locations and sizes of dog areas
  • actions needed to implement the Plan, including local law amendments.

The Dog Exercise Area Regional Plan and Network Blueprint 2025-2045 was developed as a key action to support the Environment and Liveability Strategy.

Next steps

The Dog Exercise Area Regional Plan and Network Blueprint 2025-2045 was adopted by Council at an Ordinary Meeting on 11 December 2025.

Council will now begin delivering the action plan, which outlines:

  • priority actions
  • timing of implementation
  • identifies responsibilities and resources required.

Implementation will be staged and subject to funding. Progress will be considered through Council’s annual budget process and long-term capital works planning cycles.

To support delivery of the Plan, changes to subordinate local laws will also be required. Council is working towards completing the subordinate local law amendment process by mid-2026.

Community engagement

Sunshine Coast Council undertook extensive community consultation on the draft Dog Exercise Area Regional Plan and Network Blueprint from 4 February to 7 March 2025.
