Project overview

We want to hear from everyone who lives at, visits and loves Moffat Beach, to better understand our community’s values and ideas which will inform the development of the Moffat Beach Place Plan.

The Moffat Beach Place Plan will guide how we improve and manage public spaces including street areas and parks, to support the community's ongoing use and enjoyment of them. The plan will contain short-term and longer-term ideas, and will consider environmental changes, pedestrian access, traffic parking and safety issues. It will help protect and add to Moffat Beach’s special history, culture, character, and ecology.

The project area includes the broader Moffat Beach suburb. It will focus on the commercial activity area including Seaview Terrace and adjacent recreation areas, Eleanor Shipley Park and Moffat Beach Park as shown in the map below. We invite you to help shape the future of this much-loved local place.

Considerations

Community engagement

We are engaging with our community to understand what’s working well, what can be improved, and ideas for the future. This first phase of engagement will form the values and vision for the Moffat Beach Place Plan. We invite you to provide your feedback between Wednesday 19 March and Wednesday 16 April 2025. There are multiple ways to get involved:

  • Complete the survey

    Complete the online survey located in the 'Feedback survey' tab above.

  • Submit a photo

    Submit a photo and share why Moffat Beach is special to you in the 'Photo submissions' tab above.

  • Attend a pop-up session

    Pop-up sessions will be held next to the Rotunda near the Moffat Beach Park playground, Queen of Colonies Parade on the following dates:

    • Wednesday 26 March 2025, from 6am-11am
    • Saturday 29 March 2025, from 10am-3pm


    Council representatives from the following projects will be on hand to answer your questions: Moffat Beach Seawall Reconstruction, Moffat Beach Seawall Draft Landscape Plan, Moffat Beach Place Plan, and Moffat Headland Railing Renewal and Enhancement.

  • Share with your community

    Share the opportunity to have your say with your friends and family to help us gather as much community feedback as possible.

Next steps

Community feedback from this first phase of engagement will inform a draft public realm vision, values and design principles, which will guide the development of the draft Moffat Beach Place Plan. The second phase of engagement will include checking back in with our community and stakeholders to ensure that feedback has been captured and confirm 'have we got it right'.

Background

Moffat Beach is a thriving, much loved, place and we have an opportunity to preserve what is valued today, while looking at how to make its public spaces even better.

The Moffat Beach Place Plan will build on previous feedback that Council has received relating to the Shelly Beach to Moffat Beach Coastal Study, the Moffat Beach Seawall Reconstruction Project, the Healthy Coast Management Plan and the Make Moffat Beach Shine Petition. We will also acknowledge previous planning and engagement that the community has contributed to including the Shoreline Erosion Management Plan, Environment and Liveability Strategy and the Coastal Hazard Adaptation Strategy.

The Moffat Beach Place Plan is a plan for the future of Moffat Beach's public spaces. It outlines the community’s vision for the public spaces and actions to achieve the vision.

The purpose of the Moffat Beach Place Plan is to:

  • capture our community’s values and vision for Moffat Beach’s public spaces
  • guide how we can improve and manage the shared public spaces, like the streets and parks, where we walk, gather and interact with each other
  • make it safer and easier for people to walk around the suburb
  • reinforce the unique Moffat Beach character
  • look at how Council can schedule projects into the future to deliver on our community’s vision
  • guide future opportunities for grants and other funding sources.

Community feedback gathered through the Shelly Beach to Moffat Beach Coastal Study, the Moffat Beach Seawall Reconstruction Project, the Healthy Coast Management Plan and the Make Moffat Beach Shine Petition has identified that Moffat Beach could benefit from having a long-term plan to guide future investment and change.

The project team will assess feedback and use it to develop a clear set of draft values and vision for our community to review.

Our community will have multiple opportunities to have their say throughout the preparation of the place plan. The place plan will incorporate community feedback, stakeholder input and technical advice and recommendations. The aim of the place plan is to balance these inputs and to create sustainable place outcomes now and into the future.

The place plan is being funded by Council's Minor Capital Works Program, and is supported by the Divisional Councillor (Cr. Terry Landsberg).

There are currently no funds committed to implement projects that arise from the place plan.

The place plan will guide future funding applications including grants.

Attend one of engagement sessions including pop-ups at the park or a workshop, fill out an online survey or share a photo and special story of Moffat Beach. Encourage your kids, parents, friends, colleagues and neighbours to get involved. We want to hear from everyone who, lives, visits and loves Moffat Beach.

    19 March - 16 April 2025: Community Engagement - Phase 1 (Values and Vision)

    We will ask our community about their values and vision for Moffat Beach and aim to understand what’s working well, what can be improved, and ideas for the future.

  • Timeline item 2 - incomplete

    Mid 2025: Community Engagement - Phase 2 (Have we got it right?)

    We will confirm with our community what we heard and ask, 'have we got it right?' We will undertake further technical studies if required, and develop the draft vision, values and design principles that will guide the development of the draft Moffat Beach Place Plan.

  • Timeline item 3 - incomplete

    Late 2025: Community Engagement - Phase 3 (Draft Place Plan)

    We will develop the draft Moffat Beach Place Plan, including character guidelines and proposed future projects, and ask the community for feedback.

    Early 2026: Community Engagement - Phase 4 (Presenting Your Place Plan)

    We will finalise the Moffat Beach Place Plan and present it to our community.

Vision and Values Survey - Moffat Beach Place Plan

The feedback you provide through the vision and values survey will inform the development of the Moffat Beach Place Plan.

We need a lot of information from the community to develop place plans and understand your time is valuable - so have provided two options for you to choose between.

How much time do you have available?

  • 10 mins: vision and values survey: this is a comprehensive survey and will take longer to complete.
  • 5 mins: vision and values survey (shortened): this is a shortened version of the comprehensive survey for those of you with less time.

Please only choose one survey to complete.
