Thank you to everyone who shared thoughts and ideas on the draft Moffat Headland Railing and Renewal Enhancement Plan. We appreciate your time and input.
We have now finalised the plans based on your feedback and are planning to start construction. A total of 57 formal submissions were received, and we had some great conversations with locals during our pop-up sessions in the park.

Moffat Headland provides stunning coastal views and excellent opportunities to walk, run or ride along the scenic coastal pathway as well as to enjoy the open lawn areas for picnicking and soaking up the local ambience.
Moffat Headland is highly valued by our community and is a significant landmark and cultural feature of the region.
In 2021 and 2022, we undertook a detailed study of the coastal strip between Shelly Beach and Moffat Beach as part of the Shelly Beach to Moffat Beach Coastal Study. Safety considerations along the top of Moffat Headland were identified as a key issue. A short-term action from the study included assessing and enhancing public safety fencing, while keeping the character of the area and maintaining important public views.
We are renewing the existing railings and are considering options to improve safety and amenity along the rest of the headland. As a result, we prepared a draft Moffat Headland Railing Renewal and Enhancement Plan which identified:

Sections of railing to be renewed
The proposed look and feel of the renewed railing are important. We want to ensure the design of the new railing and its alignment reflects the relaxed character of Moffat Beach. The types of railing being considered are similar in look and feel to railings at other headlands such as Caloundra Headland, Point Cartwright, Alexandra Headland, Point Arkwright and Point Perry as shown in the images below.

Our goal is to improve safety and amenity for all users of the headland including the public and the workers who maintain and manage this beautiful space for our community.
On the plan, we have identified two key viewing points that we know have had increasing levels of use. We would like to hear your comments on how these areas could possibly be made safer whilst enhancing amenity and the enjoyment of views.
Your feedback is vital in helping shape our decisions, and we are committed to balancing community input with the necessary safety requirements that we, as managers of this space, must adhere to for the wellbeing of all residents and visitors to this area.

Council representatives from the following projects were available to answer your questions: Moffat Beach Seawall Reconstruction, Moffat Beach Seawall Draft Landscape Plan, Moffat Beach Place Plan, and Moffat Headland Railing Renewal and Enhancement.
Community members were invited to share the opportunity to have a say with their friends and family to help Council gather as much community feedback as possible.
Following careful review of your feedback and considering your input, we have finalised the Moffat Headland Railing Renewal and Enhancement Plan. Construction will begin in September.
Council has assessed the risks of fall hazards by evaluating the site conditions and identifying areas where hazards exist for people using the coastal path and enjoying the open lawn areas. We have applied the relevant fall protection recommendations from the Australian Standard for Walking Trails and the Austroads: Guide to Road Design Part 6A: Paths for Walking and Cycling to identify potential new fall protection measures.
In addition to applying these standards, we have also considered the ongoing likelihood of future rock falls and provided options to manage access to the cliff face.
The benefits of improving the safety railing include:
To enhance the landscape and increase safety, we propose using a variety of groundcovers, grasses, and shrubs. These plants are carefully selected to ensure they minimise the impact to any sightlines.
