Project Overview

The Sunshine Coast Council Cemetery Plan 2019-2028 commits to review through its Action Plan the development of masterplans for the cemetery network. The Kulangoor Cemetery Masterplan 2004 has guided the design and operations of the Kulangoor Cemetery up to now and now it is time to consider how Council can encompass new cemetery services to meet our diverse community.

The Kulangoor Cemetery Masterplan Review 2023 will provide guidance and recommendations for cemetery services. It will draw from learnings from industry research, consideration of other successful cemetery operators throughout Australia and importantly our community feedback. The proposed future development of Kulangoor Cemetery aspires to be modern, accessible, provide choice, with sustainability in mind for our diverse community.

The master planning considers the following key conditions:

  • Significant land availability at Kulangoor.
  • Councils desire for infrastructure and amenities that promote passive recreation and accessibility in line with the Environment and Liveability Strategy 2017
  • A changing landscape of community needs and expectations.

The review will consider the existing site area which includes for an adjoining parcel of land owned by council to the west. The total of land is approximately 198,000 square metres and comprises of:

  • Existing internment land and associated infrastructure –30,100 square metres
  • Potential Infill sites within existing infrastructure – 10,100 square metres
  • Undeveloped land suitable for interments and infrastructure – 39,500 square metres
  • Land for environment (not suitable for interment) - 118,300 square metres

As part of the review, a draft concept masterplan has been prepared. The draft concept masterplan aims to take into consideration places for reflection, memorial and respite for communities as well as new public open space.

The primary objectives of this review consider:

  1. Current and future internment capacity and interment preferences for the site.
  2. Current asset condition, including landscape and future maintenance considerations.
  3. Provide conceptual development plans for adaptable future interment offerings.
  4. Provide conceptual development plans for future Capital investments, and/or, third-party partnerships.

The project scope includes:

The project benefits are:

  • To reimagine and demystify the cemetery to be a trusted and reassuring sanctuary that evokes feelings of warmth, comfort and peace that connect people with nature and community.
  • Places for reflection, memorial and respite for communities as well as new public open space
  • The Traditional Owner’s, Community and Stakeholders are directing the design solutions that will embody ownership of the cemetery in the broader community
  • A new model for the cemetery that is equitable, practicable, flexible, and provides increased accessibility to all for cemetery services
  • A holistic cemetery design in response to the environment, sustainability, and an innovative approach to development.

Community Engagement

Community Engagement activities were held between 3 October and 4 December 2023.


Draft Concept Design for the Kulangoor Cemetery Masterplan Review 2023

Community members were invited to view the draft concept masterplan and complete the survey which has now closed.

Community ideas and input provided through this engagement will help Council finalise the landscape design and inform the master planning process for the Kulangoor cemetery. The feedback will also help Council to understand the communities needs when considering the final place of rest for loved ones.


Community Drop-In Session

Community Drop-In Sessions were held during October 2023 where community members could chat directly to Council's Cemetery Services team and find out how they could contribute to the Kulangoor Cemetery Masterplan Review 2023.


Community Reference Group 2023 Kulangoor Master Plan

Council invited nominations for membership on the 2023 Kulangoor Master Plan Community Reference Group.

Members of the Community Reference Group will work collaboratively with Council and provide input into the draft 2023 Kulangoor Master Plan.

Applications for membership on the Community Reference Group closed 5pm on 15 November 2023.

Next Steps

The Kulangoor Cemetery Masterplan 2024 was adopted at the December 2024 Ordinary Meeting of Council.
